The NYC Public Engagement Unit (PEU) is recruiting 2 Project Leads for a new team within the Tenant Support Unit (TSU). The NYC Public Engagement Unit (PEU) identifies and executes proactive strategies to connect more New Yorkers to key City services. Relying heavily on data analytics, new technologies, and large-scale outreach tactics, the unit identifies New Yorkers in need of assistance and helps them navigate and obtain city services.

The Tenant Support Unit (TSU), within the PEU, proactively engages New Yorkers who may be at risk of displacement or harassment and connects them with a range of City resources. Since its launch in July, 2015, the TSU has knocked on more than 100,000 doors and called more than 60,000 households across NYC to identify tenant’s issues and case manage each issue to resolution.

Within TSU, we are creating a team focused on enrolling New Yorkers in the NYC Rent Freeze Program, which includes the Senior Citizen Rent Increase Exemption (SCRIE) and the Disability Rent Increase Exemption (DRIE). This team, in close partnership with the Department of Finance, will engage New Yorkers across NYC to provide them with in-person and phone-based enrollment assistance.

We are seeking a Project Lead with deep experience with community-based outreach and case management. Successful candidates should have at least two years leading a team in a community, issue, labor or political organizing operation, and needs excellent communications and outreach skills. The candidate should have demonstrated ability to closely and accurately track metrics and outcomes, and be detail-oriented and organized, completing projects within prescribed deadlines. Familiarity with New York City government, housing issues, and a commitment to helping others is preferred. Bilingual candidates are encouraged to apply.

The Project Leads responsibilities will include, but will not be limited to:

  • Managing a team of 2 - 8 specialists, creating team agendas and holding periodic review meetings.
  • Maintaining ongoing reporting and communication with the TSU Outreach Manager.
  • Evaluating programmatic needs and providing feedback on the implementation of new processes, creating team trainings to reinforce evolving standards when necessary.
  • Building and maintaining relationships with pre-existing key stakeholders and initiating new relationships with others in benefit of programmatic needs.
  • Ability to analyze data and make decisions about resource allocation using it.
  • Ability to navigate and accurately maintain electronic information in a collaborative database.
  • Conducting field checks to ensure adherence to best practices and providing feedback on how to improve contact and intakes both in the field as well as at event.
  • Performing quality control measures by placing phone calls to clients; conducting weekly measures established by the Data Director for verifying data accuracy.
  • Creating individualized outreach plans for their borough, mapping out key geographic areas, community partners and interest groups.
  • Organizing outreach events in partnership with community groups, elected officials and city agencies.
  • Prior experience in City government, social services, and/or housing & homelessness policy a plus.

Minimum Qualification Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

  • Enthusiasm and a commitment to provide support to tenants in New York City.
  • Excellent interpersonal skills and proven ability to engage people in conversation.
  • Strong written and oral communication skills in English; Spanish a plus.
  • Comfortable providing ongoing feedback, communication, and reports to managers.
  • Experience working with confidential and sensitive information and clients
  • Ability to prioritize and effectively manage multiple tasks in a fast paced work environment.
  • Willingness to learn, be flexible and adapt to work assignments in a variety of situations and ability to problem solve.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.

Salary Range: $50,362 - $63,345 (Annual)
