City Research Scientist

The Public Engagement Unit is seeking a Data Analyst to support large-scale City initiatives that use proactive strategies including grassroots outreach and new technologies, by helping the unit acquire and effectively apply data. This person will be at the forefront of government analytics and data operations, building the systems and programs to collect and analyze new and existing data sets, as well as provide technological solutions and training to teams of specialists doing direct phone and in-person outreach in a variety of capacities in collaboration with other agencies and organizations. This is primarily aimed at preventing and addressing homelessness, as well as to enroll uninsured populations in low- and no-cost health insurance and increase their awareness of available H+H Hospital services.

The Data Analyst will:

  • Work closely with program leadership and staff to communicate results of analyses to inform key decisions related to the direction of the initiatives.
  • Provide expertise in the application of statistics and analysis to data sets collected and utilized by the unit.
  • Research and collect information from project collaborators and other sources to define measurable objectives that can improve operational efficiency and output.
  • Maintain and operate tools to implement and facilitate data-driven operations.
  • Analyze datasets and output from PEU and partner agencies, to evaluate impact over time and identify opportunities to improve operational efficiency and drive effective policy adjustments.
  • Generate data visualizations and reports to present to a variety of audiences.
  • Work with fellow PEU Data staff to collaborate with other city agencies and organizations to utilize new technological resources, encourage data sharing, and teach best practices for outreach in a variety of use cases.

Minimum Qualification Requirements

1. For Assignment Level I (only physical, biological and environmental sciences and public health) a master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.


Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

  • 2+ years working with data in government, or in community, issue, labor, or political organizing.
  • Enthusiasm and a commitment to addressing homeslessness and other widespread issues centered around social services in New York City.
  • Eagerness to learn, ask questions and solve problems in a fast-paced environment.
  • Experience with data visualization techniques.
  • Experience processing, cleaning, manipulating, and analyzing large datasets.
  • Advanced understanding of Excel.
  • Previous experience using one or more of the following data processing tools in an academic or professional.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.

Salary Range: $57,969 - $62,000 (Annual)
